This is a small thrust washer, a flat washer that takes sideways load and keeps clearance between a turning part and its neighbor. On Brother PR multi-needle embroidery machines it is used on the idle pulley shaft in the lower shaft area and in the needle bar change mechanism.
Confirmed in Brother's parts lists for: PR600, PR600C, PR600II, PR600IIC, PR620, PR620C and PR1000. Suppliers also list it for many Brother household and Baby Lock machines.
