This is a size E7 retaining ring (E clip), a small spring steel clip that snaps into a groove on a shaft to keep parts from sliding off. On Brother PR multi-needle embroidery machines it is used in the lower shaft area, next to the idle pulley and its thrust washer on the idle pulley shaft.
Confirmed in Brother's parts lists for: PR600, PR600C, PR600II, PR600IIC, PR620, PR620C and PR1000.
